Most retaining-wall advice assumes one kind of lot. The flat side mostly says no. The Dillard bottomland near the channel is already level, only moderately well drained, and sits in a mapped floodplain inside a protected water-supply watershed — the last thing you want there is a wall surcharging the riverbank with fill. On the bottomland a “retaining wall” is usually a low landscape or garden terrace, not a structural hold. The Pisgah side is where walls earn their keep
The same valley rises hard toward the Pisgah National Forest and the North Mills River / Bent Creek edge, onto Porters (33.9% typical) and Ashe (40.2%, somewhat excessively drained) ground. On that grade a flat anything — a backyard, a parking pad, a home site — means cutting into the hill and holding the cut. Henderson’s lots are bigger than Asheville’s (a 0.79-acre median, with 41% at an acre or more and 11.7% over five), so the wall driver here isn’t a cramped lot — it’s the slope. A wall is simply how you carve a usable flat out of a steep Pisgah-side parcel.
The 4-foot line — and the surcharge trap on a benched cut
In North Carolina the practical rule is simple: a retaining wall over 4 feet tall (bottom of footing to top of wall) generally needs an engineered design and a building permit; under 4 ft usually doesn’t. The catch is surcharge and terracing — and it’s common here, because a Pisgah-side bench often puts a driveway, parking pad, or building pad right on top of the wall that holds it. That load, or stacked terraces close together, can push a shorter wall over the threshold too. Height also drives method: past about 4 ft you’re into geogrid reinforcement tied back into the hill, not just stacked block. The wall you see, the drainage you don’t — and the watershed outlet
Almost every failed mountain wall failed for one reason: water. The Pisgah-side soils sit on saprolite — weathered-in-place bedrock — and rain soaks the loose Porters/Ashe surface fast, then perches on the saprolite contact and pushes sideways against the back of a wall until it bows, cracks, or tips. The defense is invisible from the street: a clean drainage-stone backfill, filter fabric to keep fines out of it, and a perforated base drain that daylights the water somewhere safe.
