What is site grading, and how is it different from rough or fine grading?

Site grading is earthwork executed against an engineered plan: the sheet fixes spot elevations, drainage flows, and the pad/parking/swale layout, and the contractor cuts and fills the lot until it matches. Rough grading (the opening bulk cut) and fine grading (the finish trim) are stages inside it — site grading is the term builders and GCs reach for because their projects come with drawings. The plan sheet runs the machine

Plenty of grading gets done by feel. What's the difference between site grading, rough grading, and fine grading?
They’re stages of the same discipline with different owners. Rough grading is the opening move — bulk cut and fill that gets a lot close to shape. Fine grading is the closing move — the precision trim on the finished surface. Site grading is the whole game played against a plan: an engineer has already drawn spot elevations, drainage flows, and the pad/parking/swale layout, and the earthwork’s job is to make the lot match the sheet. It’s the phrase builders and general contractors use because their projects arrive with that sheet attached. What does a site grading plan actually contain?
A grading sheet is a set of instructions disguised as a drawing: spot elevations at every corner and grade break, proposed contours showing the finished shape, drainage arrows declaring which way each surface sheds, a pad callout tied to the finished-floor elevation, the geometry of swales, berms, and any basin, and the erosion-control measures that must be in place before disturbance. Reading it correctly is half the trade — a crew that grades to “looks about right” instead of the printed numbers leaves the drainage designed on paper and absent on the lot. How does cut/fill balance drive the price of site grading on a mountain lot?
Dirt that leaves the site is the expensive dirt. On flat ground a grading plan can usually balance — the cuts supply the fills and nothing gets trucked. On a bench carved from Buncombe’s Evard slopes (typical 34.8%), the uphill cut often produces far more material than the downhill fill zone can legally or structurally absorb, so the surplus rides a truck — and hauling plus disposal becomes the line item that moves the bid. Is this residential or commercial site grading?
Both — the plan is what defines the work, not the zoning. A custom-home lot with an engineered sheet and a retail pad with one get the same treatment: stake it, cut and fill to the printed elevations, compact what carries load, and shape the drainage as drawn. The dividing line that matters is regulatory: disturb over an acre and North Carolina’s NC GS 113A-57(4) (Sedimentation Pollution Control Act of 1973) requires an approved Erosion & Sedimentation Control plan at $119 per acre, which commercial footprints almost always trigger. What decides how long site grading takes?
Five variables, in rough order of influence: weather (WNC clay and saprolite can’t be worked saturated, and a wet week pushes everything), rock (rippable saprolite moves on schedule; hard rock means hammer time nobody printed on the sheet), haul distance when the balance doesn’t close, inspection and plan-revision cycles on permitted projects, and access — how fast trucks can actually cycle in and out of the lot. We give a day-count with the estimate and update it the moment any of those five moves, because a GC scheduling footers behind us needs the real date, not the hopeful one.
How do you verify the finished site actually matches the plan?
By measuring, not eyeballing.
