How to stop erosion on a steep mountain lot in NC.

How do you stop erosion on a slope in North Carolina?

Stop the water before you treat the dirt. On Western North Carolina’s dominant ridge soils — Henderson’s Ashe at a typical 40.2% slope, classed somewhat excessively drained — storm runoff sheds fast and rills any open ground. The sequence that holds: a diversion or swale graded above the eroding area, silt fence keyed in along the downslope edge, riprap-lined ditches where flow concentrates, and erosion matting plus seed on bare cut faces. If the work disturbs more than one acre, NC GS 113A-57(4) (Sedimentation Pollution Control Act of 1973) requires an approved erosion-control plan filed 30 or more days prior to initiating the activity, at $119/acre; under an acre, the same measures are simply best practice on mountain ground.

Erosion control here is water control. The dirt is just the evidence.

Most erosion advice is written for flat ground, where the problem is rain landing on bare soil. In the WNC mountains the problem is rain landing on bare soil and then accelerating. The USDA-NRCS Web Soil Survey shows why: across Buncombe (NC021), Henderson (NC089), Transylvania, and Haywood, nearly every dominant soil series is classed well drained or somewhat excessively drained, on slopes that range from 0% in the valley bottoms to 95% on the steepest mapped ground. Soil like that doesn’t soak up a storm — it sheds it, and runoff on a 40.2% Ashe grade is moving at cutting speed almost immediately. That’s why a slope that “just needs grass” keeps rilling: every fix below works only if the water is handled first.

First move: intercept the water above the damage

Walk uphill from the eroded spot and find where the water comes from — a roofline, a driveway, a bench, a neighbor’s cleared lot. The cheapest, highest-leverage fix on a mountain property is a diversion: a small graded berm-and-channel above the slope that picks runoff up and carries it to a stable outlet before it ever touches the bare ground. Where the water needs to travel across grade, a wide, shallow swale moves it slowly enough not to cut. Get this one move right and everything downhill of it has dramatically less work to do — it’s the same logic as our drainage work, and when the runoff is headed at a house instead of a slope, the same regrading logic applies to moving water away from the foundation.

Silt fence: necessary, and almost always misused

Silt fence doesn’t stop erosion — it stops sediment that’s already on the move from leaving your property. That’s a legal and a neighborly obligation, and it’s why the fabric fence is the first thing NC DEQ’s erosion and sediment control program expects to see on disturbed ground. But it has to be installed right: keyed into a trench, posts on the downhill side, running along the contour at the downslope edge — never strung across a channel where concentrated flow will blow through it. Under the state’s more than one acre trigger it’s a required element of an approved plan; on the under-an-acre jobs that make up most homeowner work, it’s the best-practice floor we install anyway, because the state’s sediment hotline (1-866-STOPMUD) exists precisely for the mud that ends up in the road ditch.

Armor the places water must concentrate

Some water can’t be spread out — it has to run in a defined channel down the grade. Bare dirt loses that fight every time, which is where a riprap-lined ditch earns its keep: properly sized stone over fabric lets the flow ride the rock instead of cutting the soil, down grades that would gut an earthen ditch. The same goes for culvert inlets and outlets, where the flow is fastest. This is the workhorse fix for mountain driveways and private roads, and we detail it on the ditch & riprap page — it’s also the difference between a repair that survives the next big storm and one that washes back out, which is the whole story of our storm-damage work.

Cover the cut: matting and seed, in that order

A bare cut face is the most erodible surface on the property — subsoil, no roots, full grade. On Buncombe’s Evard and Burton ridges, where dominant slopes run 34.8–40.8% and range to 95%, seed broadcast on a fresh cut simply washes to the bottom. The fix is erosion matting pinned to the face with seed under it — the mat holds soil and seed through the storms it takes for roots to take over. And if the face was cut steeper than any mat can hold, the honest answer is to re-grade it to an angle that can be stabilized: flatter, benched, or both. We’d rather re-shape a slope once than re-mat it every spring.

The one-acre line, briefly — and when it’s an engineer’s job

One piece of law matters to a homeowner planning this work: under NC GS 113A-57(4) (Sedimentation Pollution Control Act of 1973), disturbing more than one acre on a tract requires an approved Erosion & Sedimentation Control plan, filed 30 or more days prior to initiating the activity, at $119 per acre (effective 2025-07-01). Most single-slope repairs stay well under that line; a full lot clearing or a long driveway cut can cross it. The dominant USDA-NRCS soil series in each county we serve, its drainage class, and the slope envelope it sits on. Almost everything is steep and well drained — ground that sheds water hard and rills on open cuts. The one exception worth naming is Henderson’s Dillard bottomland, which holds water instead and fails by saturation, not rilling.

How do you actually stop erosion on a steep mountain lot in NC?
Top-down, in this order: intercept the water above the damage, slow and spread it, armor the spots where it has to concentrate, and cover the bare dirt. The order matters because WNC ridge soils move water fast — Henderson’s dominant Ashe series runs a typical 40.2% grade and is classed somewhat excessively drained, so storm runoff is at cutting speed within a few feet of where it lands. In practice that means a diversion or swale graded above the eroding face, silt fence keyed in along the downslope perimeter, riprap in the ditches that carry concentrated flow, and erosion matting with seed on any bare cut. Matting a slope while storm water still runs over the top of it is the most common wasted dollar we see.
Does silt fence stop erosion on a slope?
No — and knowing why saves real money. Silt fence is sediment control: it catches soil that’s already moving so it doesn’t leave your property or reach a stream. It does almost nothing about the water doing the cutting, and if you run a concentrated channel into it, it folds. Use it where it belongs — keyed into a trench along the downslope edge of disturbed ground, never across a flow line — and pair it with the measures that actually stop erosion: a diversion above, cover on the bare soil. What's the difference between a diversion, a swale, and a riprap-lined ditch?
They’re three speeds of the same idea: give the water a path you chose instead of one it cuts. A diversion is a small graded berm-and-channel set above a slope or cut, intercepting runoff before it ever reaches the bare ground. A swale is a wide, shallow, gently pitched channel that moves water slowly across grade — the right tool through a yard or above a pad. A riprap-lined ditch is for the places water has no choice but to run fast and concentrated: the stone armors the channel so the flow rides the rock instead of cutting the soil. Why does my cut bank rill and gully every time it rains?
Because a fresh cut face is bare subsoil with no roots, no structure, and — on mountain ground — serious grade. Buncombe’s steepest dominant series, Burton, runs a typical 40.8% slope and ranges to 95%; Evard is right behind it at 34.8%. Soil that steep and that well drained sheds essentially everything that lands on it, and every storm carves the same rills a little deeper. The fix is the full sequence, not one product: cut the water off above the face with a diversion, then mat and seed the face itself. If the face was cut steeper than matting can hold, the honest fix is to re-grade it to an angle that can be stabilized — flatter, benched, or both.
Will grass seed alone hold a slope in Western North Carolina?
On a gentle grade, usually. On a mountain cut face, almost never — the seed washes downhill before it roots, which is exactly the erosion you were trying to stop. Erosion matting (straw, coir, or a turf-reinforcement mat, pinned to the face) holds the seed and the soil in place through the storms it takes for grass to establish. One important flip: that advice is for the well-drained ridge ground that dominates all four counties we serve. The valley bottoms are a different problem — Henderson’s Dillard is the one dominant series in our whole dataset that holds water (classed moderately well drained, at just 3.7% slope), and on ground like that the failure mode is saturation and slumping, not rilling. That calls for a drainage fix, not a seeding fix.
Do I need a permit for erosion-control work in North Carolina?
For the erosion-control measures themselves, generally no — the state wants silt fence, matting, and stable ditches installed. The permit question is about the grading that goes with them. Under NC GS 113A-57(4) (Sedimentation Pollution Control Act of 1973), disturbing more than one acre on a tract requires an approved Erosion & Sedimentation Control plan filed 30 or more days prior to initiating the activity, with a state fee of $119 per acre (effective 2025-07-01). When does slope erosion need an engineer instead of a grading crew?
Three honest triggers. First, scale: past the more than one acre disturbance line, the E&SC plan generally has to be prepared to the state’s standards — usually an engineer or qualified plan preparer — and we coordinate that rather than pretend a sketch will do. Second, moving ground: if the slope is slumping, cracking in arcs, or carrying a foundation at the crest, that’s a geotechnical problem, and matting it over just hides the evidence. Third, repeat failures: a slope that has washed out through more than one round of repair needs its water actually engineered, not another load of seed. Everything below those lines — diversions, swales, riprap ditches, matting, re-grading a cut to a stable angle — is normal grading-crew work, and it’s most of what mountain erosion control actually is.
