On Brevard ground, the stone is the easy part — the base and the crown are the job
Transylvania County runs on gravel drives. The county median parcel is 1.24 acres across 24,443 parcels, with 56.4% at or above an acre and 21.3% over five — so the rural reaches are mostly served by private gravel drives running hundreds of feet off the state road. The long climbs up toward Cedar Mountain and the Caesars Head escarpment on Greenville Highway, the wooded acreage off Catheys Creek Road and Old Hendersonville Highway, the lots along the Davidson River in Pisgah Forest, the coves out the US 64 corridor toward Rosman, Lake Toxaway, and Sapphire — almost every one of them has the same complaint after a hard summer at the foot of Pisgah National Forest: the gravel washed, the climb is washboarded, and there’s a pile of good stone at the bottom curve. The instinct is to order another load. On this ground — the “Land of Waterfalls,” one of the rainiest places in the eastern United States — that’s money down the hill.
The soil map says why. The shoulders Brevard’s drives climb — Unaka at a typical 37.6%, Cullasaja at 31.6%, and the somewhat-excessively-drained Ashe at 39.3% — are all fast-shedding mountain soils over weathered rock. Rain doesn’t pond and soak in; it runs, and here there’s a lot of it. Put loose stone on a 37.6% grade with no crown and you’ve built a streambed: the water finds the wheel tracks, strips the fine material that holds the stone together, and carries the rest downhill. The answer isn’t more gravel — it’s the right gravel, laid to depth over a compacted base and shaped with a crown so the water leaves the surface before it can gather speed.
ABC vs. #57 — two stones, two jobs
The single most common gravel mistake we fix in Transylvania is the wrong stone on the surface. ABC — “aggregate base course,” what everyone here calls crush-and-run — is crushed angular stone with the fines (the rock dust) left in. Those fines are the glue: compact ABC and it locks into a hard, dense layer that holds a crown and carries a loaded truck. That’s why ABC is the right choice for both the base and the driving surface on a mountain drive. #57 stone is the opposite — clean, washed, roughly 3/4-inch rock with no fines. It drains like a colander, which makes it perfect for a wet base layer, a French-drain trench, or the stone around a culvert — but with nothing to lock it, loose #57 on a 39.3% Ashe climb just rolls underfoot and migrates into the ditch. We use each where it belongs: ABC where the drive has to hold its shape, #57 where water has to move through it.
Depth, base prep, and the Brevard clay problem
“Just dump a load and spread it” fails here for a simple reason: a thin skin of stone over soft or unprepared ground pumps down into the dirt under the first wet tire and disappears. A drive that lasts is built up. Transylvania has a specific weak spot — Hayesville, a kaolinitic Typic Kanhapludults the survey rates well drained, but whose dense clay subsoil turns greasy and soft once a lot is cut for a pad or drive and the rain gets into it. Lay loose stone straight on that and it vanishes into the clay. Where we hit it — and on the lower Tate valley benches and Saunook foot-slopes where water collects — we cut out the soft spot, lay geotextile fabric so the stone can’t mix down into the mud, then build a compacted ABC base back up. On the steeper Unaka/Cullasaja shoulders we key the base into firm ground and run it deeper — toward 4 inches — because the fast-shedding slope and the rainfall demand it. Either way the stone goes in lifts and gets compacted, not feathered loose. A typical finished surface is 2–4 inches of stone over a base built to the drive’s actual traffic and grade.
Crown and culverts — the part that keeps your stone
The reason a well-built gravel drive survives a Transylvania storm season isn’t the stone — it’s the shape and the water exits. A crown (the drive humped slightly higher in the center) sheds water sideways off both edges within a few feet, so nothing runs the length of the surface. On a long climb the water that does collect needs somewhere to leave: a graded ditch with turnouts, a broad-based dip, or a culvert where concentrated flow has to cross under the drive. That matters double in a county where heavy rain is the norm and the drives are long. This is the overlap with driveway grading — on the steep shoulders, gravel and grading are one job, because the best stone in the world washes off a drive that has no crown and no place to put the water. How much gravel — the tonnage math on a long drive
People are often surprised how much stone a drive eats, and Brevard’s long acreage drives surprise them most. The working figure is one ton per 80–100 square feet at 2 inches deep. A 100-foot drive at 12 feet wide is roughly 1,200 square feet — about 12–15 tons for a single 2-inch surface course. But a 400-foot drive off Catheys Creek Road or up toward Cedar Mountain is 4,800 square feet, or 50–60 tons for one surface course — and more if it needs a fresh base under it. Stone is sold by the ton delivered, so we measure your drive’s length and width, decide how deep the base and surface need to be for the grade, and figure the tonnage off real numbers — not a round guess that leaves you short or paying to truck off the excess. On the long rural drives out the US 64 corridor or up the Greenville Highway side, that difference is real money.
Permits: the encroachment rule and the 1-acre line
Regraveling or repairing an existing drive almost never needs a permit. A new or upgraded connection to a state-maintained road — US 276, US 64, Greenville Highway, NC 280, and the rest — needs an NCDOT driveway encroachment permit (A new driveway connecting to a state-maintained road requires an NCDOT driveway/street encroachment permit (separate from the E&SC plan).). And under NC GS 113A-57(4) (Sedimentation Pollution Control Act of 1973), disturbing more than one acre on a tract triggers an approved E&SC plan filed 30 or more days prior to initiating the activity at $119/acre (2025-07-01). That line bites harder in Transylvania than in flatter counties: with 56.4% of parcels at or above an acre and 21.3% over five, a long new ridge-lot drive (cut + base + ditch) bundled with pad clearing can reach it. We confirm jurisdiction before any stone moves — the state DEMLR Asheville Regional Office or a delegated county program.
